Joyce Dorsey is responsible for the day-to-day management of the Fulton Atlanta Community Action Authority (FACAA) and has been the President and CEO since FACAA’s inception. Ms. Dorsey attributes her success at the helm of this organization to the dedicated board members of FACAA who allowed her to grow along with her deeply committed staff, with whom she works closely.

An attentive, detail oriented  support system for any effective leader and organization, the CEO and Board of Directors really depend upon the administrative skills of Sharon Quinn.  She has over two decades of multiple faceted organizational experiences to contribute to her present role as direct aide to the President and CEO.  A soft-spoken graduate of The North Carolina College of Theology (Master’s Degree), Ms. Quinn uses her training and skills to interface with the wide arena of people in need of customer service and complaints as well as assisting clientele with sensitive needs.  Sharon spends quality time in her devoted allegiance to the Pilgrim Church of Atlanta.  She teams its outreach ministry with that of FACAA’s Faith-Based alliances.  Her tenure with FACAA began in 1997 and is greatly relied upon by the staff, Board, and community.  Sharon is the mother of one daughter, Alysha Joi.

Yvonne Beckles-Thomas

Yvonne Beckles-Thomas   -   Vice President of Programs and Services

  • The heart of any non-profit organization is its service base, and the core of the services is the designer and coordinator of those services.  The strength of the programs depends on a person capable of designing a profile of services that benefit the community in which it is situated.  This distinctive credit belongs to Yvonne Beckles-Thomas who developed the first year (and subsequently since) service plan for the organization in 1991.  Mrs. Thomas is married to George Thomas and is the mother of three children and seven grandchildren.  With a Masters Degree in Biblical Studies, she continues to pursue the ultimate, a Doctorate in Christian Counseling.  Her decades of skills as a schoolteacher and Head Start leader prepared her to develop services that strengthen families.  She has a special interest in youth and education and services that have tangible outcomes, like GED and YouthBuild.  FACAA continues to supply services that touch many lives with motivation for change.  Grant writer, lecturer, leader of one of Atlanta’s most high-yielding emergency and supportive services to the poor, Yvonne Beckles-Thomas is a legend in community action already.

    Patricia Nathan Bullock

    A member of the staff since FACAA’s initial program year, Mrs. Bullock has held several positions of leadership.  She possesses a Masters Degree in Criminal Justice and Counseling with continuing education in real estate development and business management.  Responsible for contract administration, human resources and property control, her discipline and quality management is relied upon quite heavily.  Mrs. Bullock is active in her community and contributes her talents in volunteerism and program support for youth, ex-offenders, and programs within her church.  She is married to Alexander Bullock and is the mother of one son, Marcus and granddaughter, Makenzie.

    Christian A. Onwusibe

    Christian A. Onwusibe   -   Vice President of Finance

  • Fulton Atlanta’s first employee rose from the ranks of its sole accountant to Director of Finance. His background in accounting provided him with the qualities needed for exactness and leadership.   With a Master of Business Administration (MBA) and designated as  a Certified Public Accountant (CPA),  he has provided efficient oversight and implementation of fiscal practices that have earned the agency  an impressive track record of  positive audits, consistent with accounting principles and integrity amongst his team of accountants.  Besides carrying a full load of daytime duties, “Chris” is the devoted husband of Joy Onwusibe and father of three sons and a daughter.  FACAA relies on the skills of this financial leader.
